Delegates of Humanity is the role assigned to the new initiates of the expanded congregation. Following The Third Transmission — that the rite requires all of humanity — the Herd holds that a body of initiates may stand in for the whole species, authorizing the crossing into The Gift World on everyone's behalf. The scribes note, without embarrassment, that the delegates are also the recruits.
